Lead Temporary Works Coordinator

Location: Waterbeach, Cambridgeshire

Kier Strategic Highways are currently recruiting for a Lead Temporary Works Coordinator to join the Areas 6&8 highways maintenance contract.

Kier Highways design roads, bridges and intelligent transport systems (ITS), covering strategic and nationally important roads, as well as local roads serving local communities. Our projects range from major improvements to complete renewals of roads and structures. With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.

Job Purpose:

To ensure that the Company’s Temporary Works procedure, CST-33- Temporary Works, and Highways England’s Technical Compliance procedures are applied to the management of temporary works within the various areas of operation across the east region which include: the delivery of highways, structures and technology schemes, Network Operations and emergency works.

Key Responsibilities:

* Monitor the scheme design and delivery programme to identify the scope of the temporary works needed to construct the permanent works.
* Liaise with the scheme designers and the construction teams to identify and advise on the various options for the temporary works.
* Classify the various temporary works as Type P (Public), or Type S (Structural), Category, 0,1, 2, or 3, in accordance with CST-33 and Highways England’s (HE’s) Technical Compliance Procedure, (TCP).
* Advise the scheme Project Managers, Construction Team Leaders and Designers on the time scales involved in complying with HE’s TCP and CST-33 to identify any programme issues early in the development of the schemes and avoid delays in delivering the scheme.
* Prepare / ensure that a full design brief is prepared to serve as the starting point for subsequent decisions, design work, calculations and drawings for the temporary works.
* Liaise with all concerned with the construction of the temporary works to build their comments and requirements into the design brief.
* Review the contents of the Technical Compliance Review Report on the Temporary Works RDP. Liaise with the Temporary Works Designers and Contractors to address P&TS comments and directions contained in the report.
* Ensure that all elements of the temporary works are designed by competent persons and where more than one temporary works designer or design is involved the interface between them is covered.
* Liaise with the temporary works designers to manage any changes to the design brief / design of the temporary works.
* Ensure that the proposed temporary works design is checked by a competent person and as prescribed in BS5975 and CST-33 for the appropriate category.
* Prepare draft design and check certificates to suit the scheme’s contractual arrangements for designing and checking the temporary works.
* When satisfied that the temporary works have been designed and checked by competent persons sign off the certificate and upload it onto SMIS.
* Prior to commencement of construction of the works hand over the role of the TWC for the scheme to the TWC appointed to manage the temporary works for that scheme
* Review the scope of the temporary works that were installed in an emergency.
* Provide basic training and support to the Area Engineers and their teams in awareness of temporary works and their responsibilities for managing them.
* Identify the training needs of those responsible for managing temporary works in Areas 6&8 and arrange for suitable training to be provided.
* Attend Technical Compliance workshops and provide feedback and advice on the application and development of their draft Interim Advice Note /14 Interim Requirements for Highway Structures - Technical Compliance Procedure.

Key Skills and Qualifications:

* Trained in the role of temporary works coordination.
* Trained, competent and have appropriate experience suitable for the complexity of the project.
* Formally qualified to Degree, HNC / HND Incorporated Civil or Structural Engineer to be appointed as TWC.
* Formally qualified to Chartered Civil or Structural Engineer to be acceptable to Highways England to sign Records of Design Principles and Design and Check Certificates.
* Extensive experience in the construction of permanent and temporary works.
* Ability to work with, mentor and support design and construction people.
